visited with agour and blino cheers to agour for showing us round

After the tunnel tour me and blino decided to have a look at a few things in liverpool. So we first went for a look at the rice mill and then later met up with agour. We set off for a walk around the city and came across this place. Cant seem to find much history on the place but when we was walking around the upper floors we came across some files which made us think it was a traffic fines offices. But a little digging says it was a former juvenile court and council office, so it must of dealt with parking fines and such. This place is huge inside but for the most its just empty office space, but the roof and basement was cool.
